What's happening to my mums knees? Connolly Hospital is helpless

My mother, a 55+ year-old woman has a knee problem for a couple of months. Sometimes it swells, grows up, can not walk or bend her knees.
It all started when she sprained ankle at work and somehow since December shes struggling with swelling knees. She does not run or walk often. Doctors (disgraceful Connolly Hosp) do not know what wrong with her (and they don't want to help), blood results showed that everything is okay, X-ray showed no breakage only small liquid.
