I signed up to HAP payment yesterday so was given x amount to pay my landlady and rest they will pay end of next month ( due to timescale it took fot hap to be recieved). But my rent is due first of May. Wen i told her about this she wanted me to pay the full amount at start of the month. And still recieve the payment from council. She did say she will givebit back to me when moving out. But i have allready paid deposit too . im so confused where do i stand ? I physically don't have this money. Im a single parent and work minimum payed job? Can i refuse to pay this? Am i gonna get in trouble for it?

Just to add i have now completley used up all my savings to pay rent that i was short on. After recent split from my ex husband i was left in a house with all the bills.

HAP pay the landlord at the end of the month, in arrears. It's a stupid policy as the rent will therefore always be late and in arrears. Get the landlord to write you a letter stating how much rent is due and also stating that you will be liable to be served with a 14 day notice. Bring this letter to your local Community Welfare Officer (in your local Welfare/Intreo office), and apply for a once off, exceptional needs payment to cover the shortfall. They should pay it, as common sense dictates that if you were evicted and are made homeless, it would cost the State a lot more money to find you emergency accommodation.

As above, unfortunately this is the way the system works. It's paid in arrears while most leases specify payment in advance. While I found the council very helpful during the whole process, the advice was just to withhold the rent which is obviously not going to fly, so I did have to come up with the extra cash that month. I also think we'll start to see issues when HAP leases begin to end with the money and whether the landlords will be willing to pay it or not (the council contribution will still have to be paid that last month, it's not like it can be withheld if you want a good record).

I know, it's a lot easier said than done. Is there anything or anyone you can borrow from if CWO is not an option?

Does your ex-husband not pay child support that helps?

Child maintenance is benchmarked at between €50 - €150 per week per child depending on the ability to pay, with a threshold that is very unlikely to meet the weekly rent/mortgage for the left alone parent. This is a single parent who is working, rearing a child, paying child care and really struggling to keep a roof over their head.
