Personal I wouldn't because once you paint it you be painting it every 2 years give or take. But If you do want to paint it a deep pile roller will do the job,

try a roller. it might work if the roughness isnt too bad.
i would hire a sprayer and give it a few coats on a nice day
what area is it

i painted a big 2 story house with 2 coats in one long day. 7-10pm. we had a scafold on wheels and a guy helping me. he would keep everything fed and going and i stayed spraying

A good wash-down of a mixture of half and half bleach and water will bring that up like new!
