company agreed Voluntary leave scheme currently not happening

    Hi,

    Currently there is a company working as a vendor for a larger irish company, this vendor isnt the first to be imployed by this company, they would be at the least the 3rd, the previous 2 being undercut in costs to be awarded the contract, this vender employes close to 700 people and has the contract for the last 3 and half years, a lot of which have been with the previous 2 vendors.

    6 months ago the company proposed a Voluntary leave scheme for staff who were tuped over from the previous 2 vendors, this was agree with upon the union and a ballot was had whhic incorperated other agreements such as working conditions, pay etc mainly in favour of the vendor. The vote passed and the vendor began to "implament" the VL, by that i mean people had meetings to discuss their packages but no body received a payment, 3 weeks after the vote the company who employ the vendor was being bought over and due to this the VL was placed on hold.

    This buy over has long since finished and the vendor have been dragging their heels regarding the VL, there have been no updates other than " there is no update" altough 100s of people have been asking for them. The latest "update" from the vendor is there is no update and they are in discussions with higher ups.

    Where would employees stand in this regard?

    Obviousy as it is voluntary its up to the vendor to implament it if they wish however as a vote was had which agreed to new certain conditions which has now been put in place surely they must honour it?

    Is there a time limit for when a voluntary leave should take place? 6 months is a long time for people waiting for it.

    There are now rumours starting that it is not happening at all, if this is the case and it does not happen that would make the original ballot void as a section that was put in that greatly influnced the vote is not happening?

    Any thoughts?

    Edit: The union have pretty much washed their hands as they say they do not negotiate VL packages and ultimately didnt want to put it in their ballot in their first place but felt pressured to do so
