    Re the above, is a parent who knowingly has an adult child using drugs in their house (and does not stop them) possibly guilty of an offence. Have the parents a duty to stop the misuse of drugs by reasonable means e.g threaten of eviction etc.

    Yes, if they "permit" the use of the drugs.

    It's a penal statute, and so will be construed restrictively. The offence is not committed simply on the basis that your attempts to prevent drug use have been ineffective or inadequate. You have to positively "permit or suffer" [allow] the use of the drugs before you are guilty of the offence.
