Medical and Back to work

    My medical was up for renewal in February. I returned to work the end of 2017 and had previously been on long term JSA with a child dependent.
    I tried to renew my card online (February)as I thought it would be quicker. I was unable to attach my documentation online.
    I then rang the HSE medicard phone number and explained that I was returnng to work and was in receipt of back to work scheme allowance.
    I was told I could email them my letter from social welfare stating that I was receiving the back to work allowance and Single Parent child payment.
    I was then told that I needed to provide proof of my rent and child support if I was receiving any.
    I thought this was a bit odd as the renewal card when returning to work is not supposed to be means tested.
    Anyway I gave all the paperwork that I was asked.
    Over two month later when I went to get a perscription for myself and my daughter. I find out by the chemist that my card was not renewed and that my daughter who is under 6 has now a GP visit only card.
    When I rang the HSE they said that a letter was in the post to state that my card was not renewed and that I could appeal.
    I told them that I thought under the back to work schceme that my application was not supposed to be means tested and that they had my PPS details and letter from Welfare saying I was getting the back to work payment.
    I was told that I never stated that I was looking for a 'Retention of medical' under the back to work scheme and that it was NOT the HSE's responsibility to inform me that I should have specificly asked for Retention of medical card.
    Am I missing something here. I already explained that I was in receipt of long term JSA and starting back to work. Do the HSE not have a duty to let people know the name of the forms or process that they are applying for. I applied for a renewal but it should have been called a retention application. I now have to go through the delay of an appeal process and pay for my persription etc until then
