Fix for rendered wall with 'mud crazing'?

    I had a small brick wall rendered a couple of years ago and then painted it a month or so later. After a few months a type of crazing appeared. It looks fine for a few days after painting and then the lines under the surface start to appear again. So far there's no actual cracking.

    Any solutions for getting an even surface? Would a masonry stabilising primer do anything?

    Any help appreciated, thanks.
