Query about Dog Cruelty

So I have 2 dogs and 1 cat and they are treated better than the occupants of the house. They all have beds are walked everyday fed nice meals groomed. One of the dogs is a bichon cross Maltese so he is brushed everyday.
As you can tell they are spoiled wrotten, the way they should be.
Since I've been a small child I've grown up with animals so I understand the work needed and how they should and need to be treated.
I live in a estate so I can see the neighbours back garden from my window.
There is a small dog there that when I get up at 8am he's in this small home made in closing, to when I get home around 7 the dog is still there.
I do not know if the dog is taken out of is enclosing throughout the day but I doubt they are home due to work.
The dogs coat looks like he needs a cut
I'm sure he's taken care of, fed wise but the care he needs and loving I don't know if he's being taken care in that aspect.
He has a small dog house in the enclosing but that's about it from what i can see.

Any advice on what I can do? I don't know if I'm looking into this way too much or should I contact the ISPCA
Like I'm sure he's not being neglected in the sense of being abused and what not but I still feel he's not being taken of fully.

If he's not showing clear signs of distress then I don't think you have any cause to do anything

The dog warden will really only get involved if there is no food/water/shelter or if there is abuse. The only thing you could do is ring them if you think the dog's coat is over grown to the extent that it may be causing pain or discomfort.

How much of the enclosure can you see? If you have a good view of it and cannot see signs of food or water, put in a call to the SPCA. The matts in the coat can easily hide how underweight a dog is.

You don't see him for half the day because you are at work, you assume there is no one else in the house looking after the dog when you are at work
Lot of assumptions here based on nothing of substance
