Hi, need your help on understanding my issue.

I applied for a long term illness scheme on 4th Apr and got the booklet last Wednesday. But the staff at boots pharmacy always said that the scheme number(6 digit) is not activated. We are running out of medicines and today I have to pay 60e out of my pocket to get the medicine.

Does anyone know what's going on for my case?

    quoted from https://www.hse.ie/eng/services/list/1/schemes/lti/guide-to-lti-scheme.pdf
    When we
have approved your application to benefit from the LTI scheme, we will
send you a LTI card. Your community pharmacist will then be able to confirm that you
are entitled to benefit from the LTI scheme
The application should be already approved, but why we need another "activate" here? What if it can not be activated within current month? Is it guaranteed that I will be refunded the money I have paid during the "inactivate" time?

The local office issues an LTI number.

A sub-section of the HSE called the PCRS has to approve the locally issued number before it is valid.

The local offices and the PCRS do not communicate very well. There always seems to be a lag time before the PCRS receives the locally issued number.
This process used to take up to 3 weeks. It has improved but there is still a delay. The local office blames the PCRS and the PCRS blames the local office.
It is about time that they got their act together. (pharmacies and their representative body the IPU have been continually complaining about this process)

Thx for the reply, what I care about most is, will all my money be refunded after it is approved by PCRS after, say, 3 weeks (e.g. in May)?

    Sorry.

Unlikely. The pharmacy will not be paid by the HSE for items dispensed before approval was given. Who would you expect to refund you? The HSE doesn't care.

You can check here with your six digit number to check if it's valid

Contact your local TD. It might not help your case but until more and more people highlight this it will continue to happen.
Nobody is monitoring how long it takes to process applications and how long before the approvals are activated.
