All Schengen countries perform exit checks

At certain airports, Amsterdam, Paris, Munich at least there is a private security check (though in Munich its sometimes a real police check)

Just because you passed through passport control doesn't mean others did, as some airports allow non Schengen to non Schengen transfers without a formal passport check (as in Schengen this would require 2 checks) so its a way to check up on transiting passengers if there is anything of interest and that they have valid documents

Not sure about France but it happens frequently in the Netherlands, have had friends that have been pulled aside going through Schiphol / Eindhoven / Rotterdam for unpaid fines (traffic violations/taxes) and held there until they've arranged payment.

Completely ruthless and will not budge until you've made a deal

In general though, flying between Schengen countries is a mixed bag, sometimes they will check ID just like they could check your ID while you are walking on the street or crossing the land border.

In Holland for example it's important to carry ID at all times since not having valid issued government ID is a 60 euro fine if questioned, plus the inconvenience of waiting to verify your identity.
