    Does electricity usage increase when you turn it on?
    You should see a significant jump in usage on the meter (either spinning faster or counting up quicker).

    If there's no change, it is either broken or some problem with the wiring.

    Use a multimeter. Test resistance across the element. Infinity means it's burnt out. Should see a reading of about 16 ohms

    If it is working: I usually use the ESB meter to verify the SINK-BATH switch is correct, if there aren't many other loads on at the same time you could even check how much power each setting is taking by counting how may times the disc rotates over a period of time. (An clamp on meter would be more accurate of course),
    Usually check the earthing, and tightness of connections etc. as well, but when are you ever called to check a working immersion??

    If it's not working but not tripping: The switch and the thermostat (most likely the over temp thermostat).

    If not working and tripping: Insulation test of elements(most likely!), if OK then cables.

    If you are installing: The usual insulation, earthing, polarity and continuity tests should be performed. (you probably covered those when doing a testing and verification course)
