    T & E is not suitable for outdoor use. Also as it is a flat cable it will not seal properly in a standard PG gland that is designed for a round cable.

    Selecting a descent light with an IP rating of 55 (or preferably higher) would be a good start.

    I would start by identifying where the fault is. It sounds like this would not be to difficult. An insulation resistance test would be no harm.

    You should be able to find the fault without any test equipment.
    It is just process of elimination. Most likely the issue is in within the light, if not it is in the wiring to the light.
    So remove the light and check it out. Perhaps it is full of water.
    This could be a phase to earth or a phase to neutral fault.
