Hi, SIM card in gate was deactivated few days ago, went to phone shop and was told our installer was account holder and only they can re activate it, phoned them and said they would do it and charge labour for work needless to say his quote was exceptionally high! I bought cheap pay as you go Sim while in shop is it possible to just swap them over or is more work needed?

depending of gsm unit which you have it, lot of them has blocked cheap simcard as tescomobile, and they won't work. Remember to switch off pin request on simcard and switch off power of gsm unit before you take off and put in new simcard.

Try a sim card from your own or a friend mobile and see does it work. They may block or allow certain providers.
Beware most providers need their sims to be topped up at least every 6 months even if its only used for incoming calls
