Maintaining party structure

    Hi,
With regard to carrying out works on a wall of a building which butts up to a boundary wall in a back garden...
Can anyone tell me where in the LAND AND CONVEYANCING LAW REFORM ACT 2009 it says that a person wishing to carry out works on a "party structure" is entitled to access via the neighbouring land.
I've read through what I believe is the relevant chapter here...
    http://www.irishstatutebook.ie/eli/2009/act/27/enacted/en/print#sec43

And although it defines a party structure as a structure which is:
"so close to the boundary line between adjoining and separately owned buildings or between such buildings and unbuilt-on lands that it is impossible or not reasonably practical to carry out works to the structure without access to the adjoining building or unbuilt-on land"

Although it goes on to say that the owner of such structure is entitled to maintain/carry out works to it, I cant see anything in there which explicitly says that the neighbour has to let you onto their land to carry it out.
Maybe its implied, maybe I've missed it?

    Thanks.
