I've been looking around everywhere online to see what is needed to start a scrap/breakers yard but I can't find anything,
I was wondering if anyone knows what is needed and what are the regulations?

Crazy amounts of regulations and permits required. The facility itself would need same.
A non starter I'd say, unless you have plenty of money.

I been trying for 2 days now to try and find out what these regulations and permits are, cause I know lot to do with environmental hazards with oil and fuel etc, but I haven't been able find anywhere that shows them to see what's needed

Ask your council office, they will give you the list.

Not everything can be found on the Internet :)

Crazy amount of regs, council and EPA ones to adhere too.

And I doubt the existing yards would be too appreciative of the compettion either. If you have the capital there I imagine there are far better businesses to get set up.

The vast majority of current ones are long standing and most if not all would struggle to get permission for the activity in current positions. They are generally dragged along regulation wise, meeting minimum required standards when really pushed.
To start a new one, the planning application would cost a small fortune alone, that is before you get into complying with the hundreds of regulations when operational.

I saw an ad for used engines where someone was getting out of breaking. Maybe buying a going concern would be an option.

Family friend became a scrap yard owner by accident. Hes been doing it for 30 years now, and EPA flew over the other day. Oil seepage ruining the water supply. Now hes facing prison.

However might be a smooth operation to pick up and strip cars and then drop them to yard once most sought after parts are shelved and on donedeal.

No excuse for oil pollution for at least 20 years now. I'd say pure laziness/cost-cutting, so probably deserved.

I doesn't take a lot to depollute a car these days, which is simply removing all fluids

If you were open one, A must have tool is a recovery truck for obvious reasons. But make use of it by offering 24hr recovery aswell. It's another way of bringing cash in and also buying crashed cars from insurance companies that are already sitting in your yard.
Yes there is plenty of hurdles but that thing to look at if you do go for it.
