I'd say you'll need to travel abroad for someone with the experience. Getting it done cheaply by an amateur could mean lots of medical issues, and a useless tongue.

Kay Fagan in cork does them she'd be the most obvious choice in the country imo. Her name might be Katie kunst on Facebook though
