Does anyone know if I can apply for these in advance of knowing my circumstances will change. Like with proof of a college course acceptance, even though course hasn't started. We'll need them to qualify for childcare subvention, which we would preferably have sorted before we have the major income drop .

FIS is paid to people who are in insurable (having PRSI paid for them ) employment for at least 19 hours per week and have dependent children living with them, whose weekly net income per household comes in under a certain amount (depending on how many kids you have).
The kids must be living with you.
The employer has to state that the employment is going to last at least 3 months.
They won’t accept applications based on your predictions of what your circumstances will be.
What was the point you are making about a college course?
Medical card likewise can only process your application based on your current circumstances.

Basically that once my husband starts college our income will drop below thresholds for both. Our costs will also go up with increased childcare needs. So if it was possible I'd like to get all sorted before he starts, so that we don't have to struggle with childcare in the interim.

Would proof of course acceptance be enough for them to consider the application a few weeks in advance? I'm guessing not.

See your planning ahead which is common sense but the department won't see a change of circumstances till he's actually starts and your financial situation actually changes till then your circumstances have not changed

Definitely not. Your/your partners course has nothing to do with your FIS application.
FIS want to know what your current household net income is right now, what hours you and your partner are working right now, how many kids you have living with you right now.

    Thanks. I figured as much.
For the FIS would the college acceptance be proof enough that he's not earning anymore?

As in once he starts? Is that reason enough for them to disallow his income up until that point?
    Am I making sense? !

The childcare subvention snapshot/caption week in always in October so assuming your partner takes up the college place in September ye should have enough time to get everything sorted, especially since you are organised this early.

Does that mean we can't get it for september??

No your not making any sense to be honest.
Is it that you are both working and he is going to stop working leaving you the sole provider ?
SW cannot award payments based on what you plan to do in the future.
They can only consider actual current circumstances.
If he has stopped work then they will require his P45.

    Oh yeah. P45. Obviously!
Sorry my mind is boggled and I'm really missing the obvious.
