What does frost free area mean?

I sometimes see it recommended on UK websites to grow certain plants in a frost free area. And was wondering what that means? surely all gardens in the UK and Ireland get some frost. Granted a more southerly latitude and parts of the garden which have direct morning sun get less.

Might mean under glass, cold frame?

On the RHS page for Persian Shield they recommend this.

Yep, when young keep them under protected covering outside, so cold frame of some variety, when it gets warm you can move it outside. But then back under cover for the winter. It is tropical after all. Given it's low squat size would be perfect in a south facing sun room.
