    They don't.
There was a notice in my area to not drink the water. Even if boiled. Even don't use for washing dishes.
I was never told. I heard about it on local radio in a local shop.
We were drinking the water for over a year with no idea how bad it was.
Ironically, Irish Water sent me many bills looking for payment. Never once mentioned the problem with the water.

If you think you might be in a boil notice area, check their website. That is a good source of information.

If a Boil Water Notice is put in place, we update our website and Twitter page @IWCare, as well as issuing press releases to local media and notifying local elected representatives. Where possible we issue leaflets to the affected properties.

    Kind Regards,
    Siobhan

In my case, couldn't you have stuck a note in the bill to say something like " Here's your bill, but don't drink the water".
    Not rocket science.
I don't have a Twitter or Facebook account and I don't listen to local radio 24 hours a day.

I take it that you don’t look at tv, read local news papers or talk to your neighbors either.

In my opinion, relying on notices in newspapers and/or local radio to inform of boil or unfit to drink water notices is totally unacceptable.

Many people neither read or listen to local news on a regular basis in today's environment, and if one is ill due to unfit drinking water, they most certainly will be doing neither. At the very least every property affected by unfit drinking water should have a notice posted to the address as soon as possible in addition to public notices, especially in rural areas where people can be quite easily out of contact with others for days at a time.
