Call forwarding with VoIP?

    I changed to eir home phone and broadband just before Christmas requesting to keep my phone line and not have calls over VoIP but they changed me anyway. I thought, no harm, sure it's the way of the future. Today my broadband is down and I have to wait the usual 3 to 5 working days for an engineer. No problem, I can live without BB for that length. I do need my landline though, but the technician from eir told me he couldn't set up call forwarding to my mobile because I'm not on an old telephone line but using VoIP. Is this true? This is a very serious limitation if it's true.
