For Raheny most people park along the park railings near the office. I wouldn't expect it to be busy there, but you will probably run into traffic during the test as it is school closing time.

    When is your test
Schools are closed for two weeks for Easter which will mean the roads are a bit quieter
You will be ok if you park along the railings near the test centre.
The tester will know what roads are busy and probably avoid them.
take your time and keep a safe distance form cars
Raheny can have a lot of parked cars and busy roads
