Microsoft Outlook - Right-click not downloading email pictures..?

Just the other day, I right-clicked on pictures in an email (not fully open, just viewed within the preview pane, as I normally do) and chose Download Picutures, but they didn't download. It has been this way since. I always had to do this, since this was the default setting. But, I would expect manually downloading them…

I always had to do this, since this was the default setting. But, I would expect manually downloading them to still work.

Have I accidentally changed some setting?
