This has been going on for the last few years now. Some cooking of the books going on with the Government. The end result is that money announced for farmers at budget time with great fanfare eventually ends up in the pockets of some other 'interest' group.

The fodder scheme fiasco is an example of this , beurocratised out of existence and this is a trend across many schemes where the level of red tape prohibits involvement.
The funds trickle into the pockets of advisors like teagasc or to some more
    " worthy!" lobby group .
Is the department being proactive like France in directing funds towards farmers or is the money being used to create jobs in state bodies in quasi inspectory advisory roles.

I exoect that as more real jobs are eventually lost to automation, the elephant will just just grow bigger and bigger and sh1tt out even more barrow loads of red tape on the creatures beneath him.

Meanwhile, the fat cats will ride safely on his back.

    The mouse is safe!
