Is Sky still low quality?

I had Sky Broadband from 2012 to 2014 until they released me from contract after I complained them to ComReg, basically I had very slow speeds during peak times, i.e. contention basically. My Eir Exchange has since been changed from being Microwave fed to Fibre Fed and my local village has vDSL from the local exchange upto 100mbps. It has a Fibre cable feeding the exchange. I myself am 2kms from the Exchange and am on ADSL2 with Eir currently and get over 12mbps.

Anyways I left Sky after that in 2014 and went to Vodafone, all was well until 2016 when the link kept dropping, Eir made several callouts and replaced the line etc. However it made no difference and again I complained to ComReg and Vodafone released me from Contract and I jumped ship back to Eir as I got an attractively priced bundle with the iPhone included.

Anyway Eir have issued me with a contract change letter as they are increasing their prices by €6/month and the initial 12 months introductory offer of €70 per month for landline, mobile and broadband is ending soon and increasing to €121 per month, so this contract change is a great opportunity to escape this.

However I don't know who to go to, I got an email from Sky offering me half priced broadband for €27.50 per month as I am a Sky TV customer. However the service before was totally rubbish. I'll be taking my Mobile away from Eir to Eir PAYG for the time being until I sort something else.

When I moved to EIR last year they cut down my profile with a lower upload speed as you can see in my EIR Stats and my two older Vodafone stats on the Vodafone and older Eircom router configured to work on Vodafone.
