Windows 10 Laptop Reset Stuck at 64% and keeps on restarting

    Hi Folks
    I reset my Windows 10 Dell inspiron and laptop whilst it was resetting my battery ran out which caused my laptop to turn off when 64 percent of the installation was complete one I connected my charger the installation has been stuck at 64 percent and keeps on restarting I need help. Also note that I cannot access my laptop it is stuck on that page with no options. I've tried all the F2 suggestions etc. but cannot get to the bios to change the boot options.
    P.S. I'm a complete novice :o

    Hold down the power button until the machine turns off - about 4 or 5 seconds. Power back on and tap the F12 key. This will give you a boot menu through which you can access the BIOS or select an alternative boot option.

    What are you using to install Windows 10 ? USB key - recovery partition ?

    Hi Ken, I got as far as access to the bios I believe BUT I can't see or do anything with it as I've only the external monitor and cannot see the bios as it only shows the display when windows loads the 64 percent screen and it just keeps restarting.

    You need to hold the power button for > 4 seconds to force the machine off - any less and the machine will just sleep which is no good. When you power it back up you should see the Dell logo, at this point tap the F12 key for the menu (you may see some yellow text on the top right of the screen about a one time only menu - this confirms that it's detected the f12 key being pressed)

    If your display isn't working and you only have an external monitor then do as I suggested with the F12 key - give it a few seconds to sort itself out then press Fn and F8 together, this will direct the output to your external monitor.

    Hi Ken, I tried your suggestion but still keep getting the 64 percent screen or when I think I've got the bios screen I can't get it on the external screen. Tried fn_f8 but nothing I also tried f1 which should cast the screen but that didn't work either.

    Is the LCD on the laptop broken ?

    It sounds like you're either not holding the power button down long enough to turn the machine off or you're not hitting F12 quick enough - start tapping it as soon as you press the power button. Fn and F8 will redirect the video output to any attached external monitor, you say "when I think I've got the BIOS screen" what do you mean by this ?

    What's the exact model number of the laptop ? Should be on the label under the laptop.

    Just triedt there again, held power button down for 1 full min (to be sure) pressed power button on and started tapping f12 at the same time but the 64 percent screen came up again. So I removed the battery, HD and memory card restarted as per your request and still get the rotating wheel then 64 percent screen. When I say I think I get the bios screen it's when I press f2 constantly at start up the 64 percent screen doesn't appear on the monitor but it doesn't keep restarting either if that makes sense. The combination to cast the screen to the monitor is fn+f2 but it does nothing. The model is dell innspiron 3521 Dell model number 3521-5285.

    Is this your machine ? The picture shows the keyboard for the Model you say you have, Fn+F2 is WiFi On/Off - Fn+F1 is to redirect the video out to an external display. Dell later changed this to Fn+F8. Did you have the keyboard replaced at any time ?

    F12 should bring up a One Time Boot menu as it does on all Dell laptops - if the BIOS is set to default to Media Keys instead of Function Keys then you will need to press Fn+F2 for BIOS and Fn+F12 for the Boot Menu. It may also mean that that just F2 or F8 may cast the video to the external monitor ? Maybe worth a try ? If you manage to get into the BIOS you can change the Function Keys operation under the "Advance > Function Key Behavior" menu option.

    Is the internal LCD broken ?

    This machine was originally sold with Windows 7/8 so did you update to Windows 10 when the free upgrade was released ?

    Apologies Zener, that's the one with fn~f1 to redirect the screen. I don't understand "internal lcd“ and yes it was Windows 8 I think and upgraded to 10. I'll try your suggestions later on, thanks for the help.
