This how Irish water Keeps my refund.

Well Irish water keeps my refund  300+ euro.
 
I 've contacted Irish water a many times and my request was - to change the full name on my Irish water account and resend a cheque with correct name, as I didn't give my details to Irish water but I paid  Irish water bills in the Centra shop ( I have all bills and receipts). So Irish water put apartments management company's name on Irish water account and cheque. While management company does not exists anymore and apartments building was sold to another management company and I am stuck and can't get my refund and all I can hear from Irish water team's phone call: Sorry we can't change name on Irish water account or contact company which does not exists anymore.
(3 months I'm trying to resolve the problem )
(So I'm left with useless cheque which I can't cash and Irish water can't do anything).
 
My Irish water account:
My full name is incorrect ( Irish water can't change the name, even after I sent copies of bills and receipts and  written request to change the account name)
My address is correct.
My phone number is correct.
My email address is correct.
My bank details is correct.
