Leak in immersion

There’s a pipe that comes from near the top of my immersion and leads to an open section of pipe. There’s a constant trickle of water whether the immersion is on or off. Have attached a couple of pictures. Can anyone tell me what this pipe is for?

You have a pressurised unvented hot water cylinder.
The water constantly passing through that pipe indicates that there is a fault with either the expansion vessel, the T and P valve, the pressure relief valve on the water inlet control group, or a combination.
Other items that need checking would be the immersion thermostats.
This is not DIY territory, or even basic plumbing, you need to get someone who is very familiar with working on Un-Vented hot water cylinders.
