Attic conversion to walk-in wardrobe via stairs

Hi, just trying to understand what is possible/allowed.

Assuming there is space for everything involved, is it allowed, without planning permission to convert an attic into a walk-in wardrobe (see link #1), accessed by a permanent stairs - either a standard narrow or fancy spiral (see link #2).

I assume an attic used as storage is not considered 'habitable space', also, it wouldn't have any additional windows added etc.

But what about adding a narrow permanent stairs from bedroom up to attic - turning it into something like a two-story bedroom. If it leads only to attic storage, would it be subject to any additional fire regulations or planning or anything else?

Just trying to work out what use can be made of an attic...

There are provisions for a stairway within a room to the space in TGDB. Like a Mez floor as such and max sizes it can be.
