Ongoing water supply issues in Clonmel Mountain Rd area can you help please?

Heya, we are dealing with and ongoing supply and pressure issue in the Clonmel Mountain Rd area. Our water goes off completely at least 3-4 times a week for a few hours here and there and returns with very low pressure. There is rarely enough pressure to use the shower or the washing machine. We are constantly relying on family and friends to use their showers and washing machines, as you can imagine this is extremely incovenient and no way to live.
We have good supply days however these are far and few between.
We live on a hill and over the years when new houses have been built down the road our pressure reduced noticeably. Our neighbours constantly wash their cars and this in turn prevents us from using our machine and shower.
Can you please help as this issue is beyond frustrating at this stage.
    Thank you.
