Can you buy a car in another EU country for example Germany and bring it back to Ireland. Obviously car would need to be new so you can specify you want a RHD. Asking for a friend of mine who may be going abroad to work for a little while.

I know of someone who was stationed in Cyprus (Garda) about 15 years ago. Can't remember why but they were able to buy a brand new car for far less and they kept it for a year and then were able to import it home sans vrt. Im sure you're friend could do the same once they were abroad for more than a year.

Any issues registering a new RHD car in a LHD market?

If it's under 6k and 6 months old VAT and VRT are payable.

To adjust for VRT our pre-tax prices are actually amongst the lowest for cars so it might not be a saving assuming someone can order it for you.

Depending on a country. Regulations vary a lot.

In general though, most countries would require converting lights to LHD. In most cases stickers would not do, so a replacement lights would be required.

A lot of newer cars with zeon’s and led lights don’t have this issue, eg I’ve a Skoda Superb and as soon as I land in France the car knows it’s going to be driven on the right side and lights adjust manually.

I actually would like to know, but we tried on my friend's 10 E-class, and while there is a setting to switch lights to LHD mode, all it does it flats the beam (meaning that they don't have a higher beam to the left anymore, but higher beam to the right also doesn't show up).
So while it's good for temporary driving on the LHD traffic, it wouldn't be good for roadworthiness test in most EU countries.
