Max fee for clamp removal

What is the maximum fee a private company can charge for removing a clamp? I read that a new law was introduced on June 1st 2017 starting the maximum fee is 100 euro, however I see some clamping companies are still charging more than 100 euro. What is the law regarding this?

Why is the declamp fee €120, is there not a max fee of €100?

You may have read news reports about the proposed introduction of a maximum declamp fee of €100. These proposals have not yet been decided on by the National Transport Authority.

So are APCOA correct in what they are saying then?
