Best place to Car park on St. patricks day?

Hi, What is the best place to park your car and walk to the st.patricks day parade? Will Jervis street car park or stephens green car park be open? I know public transport is best but luas red line stops at smithfield and I cant walk to the city centre from smithfield.

The delays to get in/out of the carparks will be no less than the time to arrive early/wait after for the Luas to resume in the centre. It doesn't stop all day.
