Car insurance for person moving to Ireland

I have a friend who is moving to Ireland soon and wants to buy and insure a car.
As far as I know, his driving experience in Germany won't be counted by an insurance company here and he will be given a quote as an inexperienced driver- is this true? Is there any way around it? Are there any insurance companies that take driving experience abroad into consideration? Are there any companies that operate in multiple EU countries and give no-claims discounts based on European driving experience?
    Thanks for any info.

There are very few insurance companies that write policies that don't operate in Ireland. Some do recognise foreign optioned NCD.

He will have to do what everyone else does. Call all the insurance companies and brokers.

    ok, thanks

Liberty for one claims to give credit for no claims bonus overseas. Actual driving experience is something which should be taken into account in the base premium.
