Tax band and JSB

I have not been able to find the answer for this: I've got the tax credit cert for this year and noticed, that my tax band is reduced by the accumulated amount of dole I got over the years. What's behind this?
I requested joint assessment this year and I'm a seasonal and usually get 40-45 weeks of work per year. The band is still higher than my gross earnings in a year.
I find it unfair because the dole I get, I'd get it in the form of tax credit anyway. If it goes on like this, the tax band drops below the standard married band after couple of years.
