My learner permit expired 16 months ago but because it was my second one I cant receive another one unless I provide documentary evidence I have applied for a test. What Im wondering is can I take the driving lessons currently?

    Apply for a test.
    Apply for learner permit.
    Receive permit.
    Do lessons.
    Schedule test.

No. Just book a test online and print out the booking confirmation. You can change the date / cancel it after.

Do I still have to pay for it though in advance?

Renew / reapply for your permit.

Don't think so as firstly no licence = no insurance, secondly you need a driver number to have your lessons recorded. Apply for the test then book the lessons as it will take forever to get a test anyway

So can I just defer the date of the test if I just apply for it?

Yes but it will likely take months to get a test anyway, during which time you can do the lessons

First comes the booking which you can make at any time and is sufficient proof for the NDLS to issue your third (1 year) permit but the RSA must revert with the reservation details which can't be made until you complete EDT.
