Pre paid card for electricity

I've just bought a new apartment - paper work is still being finalised. The electricity is off as the last tenant was using a pre pay card. They left the card they use on the kitchen counter. I have no clue how these work. I don't want to use the card myself - I would obviously want to get an account set up again but I would like to top up the card to turn on the electricity to see if washing machine/dishwasher etc is working. How do I top this up / what's the minimum I can top up by?

    I think €5 is minimum

I think these would a brilliant idea but the standing charge is huge.
