I have two TP Link smart plugs on two lamps in my living room and I have then working with Alexa. I call them front lamp and rear lamp and they work fine individually - however if I say "Turn on the lights" only the front lamp responds.

In the Kasa App I have scenes like Lights on / Light off, and Sunrise / Sunset. They work fine at getting both to turn on and off together, but when I use with Alexa again only the front lamp responds.

Does anyone know what I'm doing wrong and how to fix this?

Under the smart home menu go to the Groups tab and group the two smart plugs together and call them lights, or whatever. Then Alexa will recognise them as grouped together when you say turn off/on lights.
