Motherboard(?) died so time for an upgrade/Troubleshooting advice

So it looks like my motherboard might have kicked the bucket so I'm thinking of bringing the rest of my gaming pc up to snuff as I'm currently running a 1070 with a nice 165hz 1440p monitor.

I thought my gpu might be dying as recently I've had some issues where after 2 hours of playing something I would sometimes get a black screen, no video signal and hear a fan go into overdrive. Less frequently (like a only 2 or 3 times) I also had random restarts where it was like the power went and it instantly restarted. Today the restart thing happened once, then again soon after but without the restart. Now it doesnt start at all, the psu fan just starts and then stops (same with an old psu I swapped in and checked with).

So I tried the usual, checked connections, swapped RAM, swapped psu, removed gpu and it was all a no go. And because of both the psu's showing the same issue (without any gpu connected) I'm kinda hoping it just the motherboard thats the issue at this point but any advice here would be appreciated.

Anyway I've been looking at getting a new mobo, new cpu + hsf, new ram (mines all ddr3), a copy of win10 and a bigger ssd. Which is coming out around €950, prices below. If anyone knows of any better deals to help bring the cost done I'd appreciate it.
