Retrofit house costs and grants?

Hi all, I know this is a how much is a piece of string question but am looking at buying a house from a relation and I need to have some sort of a ballpark figure before I know if it's even worth getting quotes for the bank to see if they'll go for it... It's a dormer with about 100sqft downstairs and it is good enough nick for a holiday home which is what it was built for. It definitely needs insulation and a windows upgrade though and would really benefit from being reconfigured downstairs to make it suitable for a family. Ideally would love to just get it all done together but I have no idea about costs. Would anyone have a rough idea what it would be to knock a couple of internal walls and put in a new kitchen, utility, bathroom and sitting room downstairs with some internal insulation and new windows? Not top of the range stuff, mid-range I'd say with Ikea where possible eg bathroom.

Also I see there are grants for this kind of work but they are due to run out in December - anyone know if they've rolled over before, is there a likelihood that they'll be extended in the budget? Not sure if we'll have enough money together by December... Thanks for any help. We are based in Wexford so wouldn't be Dublin prices (unless we were to go with one of those companies that specialise in retrofits. I imagine it would be a good bit cheaper to use a good architect or quantity surveyor and project manage ourselves although it might take a bit longer...)
