Change of vehicle ownership to provisional learner wife

My wife is just learning to drive in our family's older of two cars. Insuarnce broker is saying she actually needs to own this car before she can get insured to drive it. Is this true? If so, how long will changing ownership take?

Not true, in a spouse or partner situation, one party can insure a car belonging to the other as there is deemed to be an insurable interest there due to the relationship.
