Hi,
I recently bought a 3 bed semi. with a side garage. Typical setup. One side of the house is adjoining a house. Our garage adjoins the other neighbors garage. However this neighbor built an extension since. This is a two story / garage conversion right on the party wall. This has two interesting features
1. The roof work overhangs our garage.
2. Their are two side (fogged) windows on the side wall facing our house (facing the side of our house)

Looking at google street view this happen at least before 2005.

There is no planning permission for any of this.

I have some questions:
1. Is this deemed "planned" as so much time as expired?
2. What happens if we want to build an equivalent extension (the over hang and the windows).
