There is a broadband line in my rented apartment, and i have a landline that i can connect to it, but does anyone know what number to ring to find out what provider installed the line?

It’s more than likely an eircom/eir line. If line is connected, dial 199000 to find out the phone number of the line. With an eir line, that means you have a choice of the likes of Vodafone, Sky, Eir, Digiweb etc.

It probably is, but that's not to say that the previous tenants didn't have Sky/Vodafone broadband installed. I enquired with Vodafone, and they said they need to know what provider is on the existing line before they can put in fibre for us

Are they saying there’s an active account at the address?

I've done this, and got the number. How do I figure out what provider that belongs to?

    It shouldn't matter.

Say the line is currently with Sky - Sky CANNOT talk to you about it. Doing so would be a breach of data protection. If the previous tenant didnt close out the account there's one process.

Call the provider you want, ask them to request it be declared delinquent. Wait a few weeks for that to happen. Order your services.
