Can anyone tell me why you would not be eligible for social housing if you received mortgage interest relief?

"I hereby certify, in accordance with my records and to the best of my knowledge, that the above named
person has not previously claimed income relief in respect of interest paid on money borrowed to purchase
    or build a dwelling."

If you claimed interest relief on a mortgage then that means at some stage you owned a house.
If you still have an “interest” in that house then you’re not eligible for the housing list because you have housed yourself, if you understand.
If you no longer have an “interest” in that house then you will need to provide evidence by way of a solicitors letter which should also explain how you disposed of any proceeds you received from the sale of the property.

They did have an interest in a house, but no longer do after a divorce. So I assume they would just have to show proof to the Revenue and they would approve the HPL1 form

Proof would be a letter from the solicitor stating how the house was disposed of in the divorce decree.
If your friend DID get a financial settlement then evidence of how THAT was spent is needed as well.
