Chimney soot coming out on floor

Have an issue with my chimney. Had a new fireback and cowl put in by “chimney experts” two years ago. Cowl , china mans hat, type was put in to solve chimney breast dampness issue. It didn’t resolve this and instead caused a downdraft that made the chimney pretty much unusable on windy nights as the smoke would be blown out into the room. Was like living in a crannog. We had this removed and a new cowl put up and this solved the n smoke issue.

However, we still have an issue that when it rains heavily or especially hailstones the precipitation comes down the chimney and out on the floor. As you can image this causes an awful mess. This was never an issue before the remedial work was done two years ago. I know from sweeping the chimney that the old fireback had a bend that left a shelf where soot would accumulate but the new fireback seems to be straight up.

Can anyone advise if there are different types of clay firebacks and if there is any reason why the installer would’ve put in a straight one?

This s becoming such a filthy issue that considering installing a stove but would rather not have to.

    Thanks for reading

Fit a cowl with a cover to stop rain.
H cowels are best if problematic.

Think the issue is prob the wind. It's a straight chimney that used to have a bend/shelf about 3 feet from the floor but when fire back replaced this was removed. Soot wasn't an issue before this. Is this shelf a common feature in chimneys? And can one be easily installed?
