Transferring herd number

My dad passed away recently, our herd number and entitlements (not v much) would still have been in his name and there was no will. I myself am down as herd keeper with a few years now, i do farm on a hobby basis and enjoy it.
The plan at the moment is to transfer herd number and entitlements into my mother's name. (Not land)
I am going to ring my Agri instructor tomorrow.
It's just a small holding off approx 30 acres.
Can anyone tell me what kind of ordeal we're in for?

Follow advice from solicitor and couple calls to dept.the last 2 years I applied in my father's name with the exitator signing the application until probate complete. Rang up about applyin in my own name this year last week and was told to write letter to dept asking if it's ok for them to accept late transfer for 2016, dad passed away in 2016. Waiting on a response. Will update. Dad had Will though.
