Legality? Cars crossing hatching to opposite side of road? N8 Lower Glanmire Road

I'm just wondering about the legality of this and why there's absolutely no enforcement, assuming it is illegal.

    The road: https://goo.gl/maps/TR6hwJrp2w82

The N8 at this point is an urban dual carriageway and it becomes single carriageway just before the Tivoli Flyover (see map above - you can see the pinch point ahead of the HSS Hire site to the south of the road)

If it were designed sanely, the left lane of the DC would feed into the flyover and there would be a right lane running straight on for the city centre. However, that's now how it's laid out and the two carriageways actually merge before the bridge. The traffic can be blocked back for the full length of the DC (several KM) anytime from about 4pm onwards.

The result of this spectacular engineering fail is that the traffic forms two unofficial queues. The traffic going over the bridge keeping left and the traffic for the city centre (continuing down the N8) actually drives onto the crosshatching and pushes past and around the queue.

This is all fine and well when everyone's being sensible. However, I'm seeing more and more drivers just push out aggressively (and sometimes without any warning) into the on-coming traffic on the opposite carriageway! They actually cross the hatching and put half their car into the opposing lane.

I have been in the passing lane due to queuing traffic on the other side and have literally had to either brake hard or swerve to avoid morons coming head first towards the oncoming cars.

All I'm noticing is the behaviour is getting more and more brazen, probably because of lack of any kind of enforcement.

I assume the Gardai are probably turning a blind eye to it as it keeps the traffic moving and the road is extremely poorly designed at that point.

I was just wondering, what is the legality of driving on the wrong side of the DC and crossing hatching like that?
If there's an accident, I assume the crossing driver would be paying up ?

Sticking up some wires along the road from where the dividing island ends as far as Kevin O'Learys would work wonders.

I had to come to a complete stop in the overtaking lane heading out of town last week to avoid a head on with one of those muppets.
