    1) Change your Ebay account contact address, but not billing address, to a NL address.
    2) Log into the Ebay.nl via link
    3) Apply code PROMO10. You must pay via paypal.

    every little helps...
    Initially i thought i have to buy from Netherlands based seller , which result in additional shipping cost.But you can buy from anywhere.
