First off my neighbour is not following the plans he got permission for. He has built a second story extension out a full block further than on the plan. I measured it to be sure. And also he also has built above the gutter and eaves, but on the plan it is in line with the eaves. It is a flat roof. He has the right amount of blocks but it seems he has put his foundations too high. This wall that is above the eaves and gutters is also being built into the roof. The roof has been cut out to build the wall into it. I was just wondering do you need permission to do this type of stuff and what can I do. If the plans are needed or even photos to describe it better, I will do that.

All you have to do is report to Planning enforcement.
A simple email, letter will suffice.

Explain that you think they are building outside the scope of the planning.

Give the full address of your property and give your full name and address.

They will investigate without disclosing any of your details.

Would you know by any chance if Drawing Plans should include insulation and if it says that anywhere.

    Depends, Planning drawings not specifically.
    Construction drawings - yes.

I said something similar in one of my last posts. He just said that whoever builds over the party wall first has that part of the wall. Is this what an easement is and can it be done without me knowing? Could there be an easement that was on the deeds before buying the house?
