    Is there a way to see all running and stopped instances across all regions on a single page, instead of having to switch regions all the time?

    Not really in the console. With the CLI you can do something like:

    for region in `aws ec2 describe-regions --output text | cut -f3`
    do
         echo -e "\nListing Instances in region:'$region'..."
         aws ec2 describe-instances --region $region --output table --query 'Reservations[*].Instances[*].{ID:InstanceId,State:State.Name}'
    done
