Bleed it . Small valve at top. Open it until water flows and close again

Hot at top means that it’s unlikely to be air.
Is it cold all over the bottom or just bottom centre?

Turn off a couple of other rads nearby to see if the problem one improves.

Did the ones you turned off go cold? If they did, turn them all off except the troublesome one and see what happens.

Perhaps also explain in detail the plumbing for the new rad? ie pipe size, length of pipe, where connected to the system, number of rads in total and heat source.

Turned off all rads and it's got a lot hotter 2/3 way down still only warm at the bottom 3rd

I have a similar problem, I turn off all the rads on the right hand side, its then I leave the problematic rad on.
Then I blow the whole lot through,by turning on the system.
Leave it go red hot then, turn on the rest starting from the nearest to the boiler, it should work.

No point in calling in a plumber to do the same....

If the radiator is Hot at the top it Does Not need bleeding or venting, it will not fix the issue.
You Only bleed or vent a radiator when it is cold at the top and hot lower down.
And bleeding other rads that are all working fine in order to rectify another problem rad will not make a blind bit of difference.
Cold on Top, hot lower down = venting required.
Hot at Top, cold lower down = circulation problem.

As suggested above, shut all other rads except one to purge air from the pipework, repeat with all rads. Then vent out whatever air may have gathered in each rad, when finished ensure water pressure in heating system is correct.
